Oh...that's a beautiful piece of art.

The coloring isn't as random as you might think. For one, the palette is desaturated, shifting the tones and shades towards grey, that alone is a significant unifying factor. Moreover, there are a range of reds used thought the piece; having a prominent hue really does a lot to tie it all together, especially with a limited number colors (16?).

I've also noticed that a lot of art with unusual color balancing is created by color-blind artists. Some of it's pretty groovy.
